Always show short row/col names

Long row/col names go off the edge of the label areas and a scrollbar shows up allowing you to see the rest of a long name. But when you scroll, you can't see the whole name and all the short names (providing context) disappear. Either scrolling should only scroll the long names or whole names should be accessible by a different method, e.g. tooltips or an info pane in lower right corner mentioned in another feature request that also provides col/row info when hovering over the labels.

I think each name individually should stop scrolling when their last character enters into view (whether scrolling left or right (or up or down)) so that you always see something in every label's space.
