Handle labels wrapped in quotes

Open a file that has been generated by excel (i.e. it has quotes around non-numeric values)

CURRENT BEHAVIOR

All the labels and the label type strings have quotes around them:

There should be an option to strip quotes off of labels and label types during import (possibly automatically).
