Open Recent menu confusing when fewer than 2 files have been opened

USE CASE: WHAT DO YOU WANT TO DO?

As a new user, I may have reset the preferences and do not understand why the Open Recent Menu does not appear when selected afterwards.

STEPS TO REPRODUCE AN ISSUE (OR TRIGGER A NEW FEATURE)

Reset preferences
Run TreeView
Hover over File->Open Recent...
Open a file via command-o
Hover over File->Open Recent...
Open a new file via command-o
Hover over File->Open Recent...

CURRENT BEHAVIOR

The Open Recent... File menu item is always selectable, but no submenu appears when highlighted until step 7.

EXPECTED BEHAVIOR

Either the Open Recent menu item should be grayed out and not highlightable, or a sub-menu should appear with a grayed out message that indicates there are no recent files.

I suggest the sub-menu with a grayed out message that reads "No recent files"
