Scrolling labels all the way up or left with the scroll wheel automatically scrolls back

USE CASE: WHAT DO YOU WANT TO DO?

Scroll labels all the way to the top or left.

STEPS TO REPRODUCE AN ISSUE (OR TRIGGER A NEW FEATURE)

Open small_133x133.txt
Turn on "As many as possible" in the label preferences
Resize the window so that entire labels do NOT fit in the label panel
Scroll the column labels from the bottom to the top so you can read the ends of all the labels using the scroll wheel (tested using an apple magic mouse)

CURRENT BEHAVIOR

Labels scroll to the top, jitter a bit then scroll down a little on their own. See vid:

EXPECTED BEHAVIOR

Labels should hit the top and stay there.

This may only be a mac/magic mouse issue. I'm not sure. I'm running macOS High Sierra 10.13.6.
