Sometimes the Help Menu Items are grayed out and not clickable

I just tried to reproduce this bug, but couldn't do it. However, I was screen recording when I encountered it. I recorded the whole session, so you might be able to use that to narrow in on what causes it. The session was long, so it's a large file (about 500mb). I will thus paste a link to it here:

The grayed out items are visible at time index 3:33.

OK. I reproduced it:

1. Start TreeView
2. Select View->"Row and Columns Labels..."
3. Click button "Load more labels..."
4. Click Cancel (or close the dialog window)
5. Close the "Row and Columns Labels..." dialog window (or click the OK button)
6. Click the Help menu

You can re-enable the help menu items by going to the open dialog and clicking cancel. There might be other ways.

This appears to be fixed, but it might only be a "hidden" issues since the removal of the load labels button. I am putting this issue on hold to be readdressed (changed to new) if/when the load labels button returns.
