University of Delaware repo owner created an issue

Noticed sites.../panama17 is set to Spanish. Update code with localization and .po language file.

To cover any other non english WP sites.

    Ran through Poedit for initial creation of po, mo and pot files for internationalization. General functionality is there but not enough need to complete.
