Ambiguity in bug posting.

VectorLinux Core repo owner created an issue

Page is ambiguous as to how users should submit bugs. Additionally it is confusing as to where a user should submit bugs. VLCore/home is not intended for the majority of bugs, but is usefull to serve as a "catchall" for misplaced bugs that should be in sub projects.

    How To Submit An Issue (Bug, Tasks etc.)

    1) Look at the top of the page you are currently viewing. You will see a category called Issues. Click on Issues.

    2) There is a link to "Create issue". Click on "Create issue" and follow the onscreen instructions.

    3) Remember to fill in the Title so that it is easy to follow what the problem is about.

    4) When selecting Type it is important to choose which type the issue is ( bug, enhancement, proposal or task).

    5) It is important to fill out Priority section as well to clarify how serious this issue is.

    6) Remember to fill out the Verification in the end before you submit or else the issue will not be submitted.

    7) Click on Report Issue and you are done!

    At a first glance with no prior instruction, the issue/new page appears to be instructing to clone the repository using git or hg. This is part of the project-wide header that bitbucket puts on pages. Can lead to a fair bit of confusion to do a simple bug post. How can this confusion be reduced?
