More flexible default system services

We should allow more flexible system services.

This installer is used to install the Light, STD and SOHO versions of Vector | Vlocity linux. Each spin of the distro may wan to define which services it needs enabled by default.

The installer should allow this to be flexible enough so that each spin can define a list of services enabled by default.
