Build errors when building documentation on several packages

Lots of packages are throwing a build error when building their documentation

I/O error : Attempt to load network entity http://docbook.sourceforge.net/release/xsl/current/html/chunk.xsl

This is due to a bad linuxdoc-tools package in VL.

As a workaround, a few packages were built without the documentation, those can be restored after applying the correct fix to the BB environments on the build slaves
