Default theme and desktop setup for first login is BAD on 64-bit

Moises Henriquez created an issue

After logging in on 64-bit, the xfce desktop greets the user with a dialog that says the panel is not configured. It then asks the user to choose between the 'default' configuration or a blank panel. The desktop wallpaper and window manager theme are set to xfce's default values.

This ONLY HAPPENS on 64-bit
