Move fossil-2.3 to stable

This is almost entirely a feature/update release. There have been bugs and security concerns addressed since 2.1, but those are fairly minor in nature. I think this should overwrite fossil-2.1 in extra.

This is the "expected update" mentioned in the commit that built 2.0 for test purposes.
