Improve NPC AI

The current AI for npcs (customers) is not very general. It requires each specific visitable area (just the tavern and the brothel currently) to handle what actions the npc will take there. A better system would allow visitable areas to expose what actions where possible and allow the npc's to evaluate which option they think is best allowing it to be expanded easily. Something like a needs-based AI would probably work.
