Handheld weapon DB must be compiled before kits

Currently, the tool allows the kit DB to be generated before the handheld DB is compiled. Kits need to know about the weapons that are used in them (it runs into a NullPointerException), so kit compilation should either be merged directly or only allowed after handheld generation is done.
