Country Admin being able to edit user mentee card, rather than just comment

As a Country Admin, I would like to be able to adjust any mentee, whether I am their mentor or not. This would be a desirable feature to many of the US administration.

I believe it is still an issue, I have just tried and cannot adjust a mentees stats as a country admin without first changing the mentee to myself first.

I would like to be able (as an admin) to adjust anyone regardless of who their mentor is.

As in the US, mentoring is often a joint effort.
