Rank-associated Badges

Instead of having to manually give/take staff badges using ":badge" / ":takebadge" whenever someone's rank is amended, I propose a new column in the table "permissions" called "rank_badge", right next to existing column "rank_name". That way, the appropriate staff badges could be specified for each rank and would automatically be given/taken when a user's rank is changed. The content of "rank_badge" could simply be the badge's identifier e.g. "ADM".

N.B. I think this would nicely complement the already existing "room_effect" column that automatically applies a specific effect for each rank.
