Its impossible to have the client open a new window like the chatlogs. Its due to the way the client registers events. Its not possible to do that via a packet.

I'm pretty sure he means just make it so whenever a staff command is used send it to db table staff_logs and display it like

staff_id command timestamp

This is not working.. I have people with the perm "log_commands" set to 1 but nothing is getting added to the "commandlogs" table.. There are no errors
