Improved CFH Categories

Currently, the CFH Categories (User Report Tool) is in a mess.

Some categories are even not supposed to be there, for instance - Useless Report (which option should only appear in Mod Tools).

Here are the CFH categories extracted from Habbo (ordered exactly the way it is):
