Problem with mute

~With the modtool or the mute command, we can mute a staff. Normally it is not possible~

In other words: acc_nomute is not checked upon muting someone.

When the modtool is opened, a staff is moderated and the "mute" action is assigned, the staff is muted while in the database ac_nomute is activated
