Hook does not seem to trigger and no logs after switching on Debug

Using Bitbucket 4.13.0 and installing the plugin, I can setup a hook for a repo, but it does not seem to get triggered.

I have enabled debugging for the class, but get nothing in the atlassian-bitbucket.log.

What can I do to trouble shoot the hook not triggering?
