Launcher wont download game

Ok so I've tried windows 64 bit, and 32 bit many many times now, wiped all the files and redownloaded the launcher, made sure it could get through my firewall, ran as admin, repaired and redownloaded the patch. I also thought maybe installing it to the default user folder might help. Nothing works, i get "nothing is being downloaded" and this has happened at around 67%, 60% 8% 3% and 1.5%.
