name tags tweak

I propose that name tags be visible only in proximity

right now you can see name tags from a ridiculous distance and it should be some thing that fades into view only when you are 10-20 yards from a player

    able to see name tags at a long distance, but only sometimes and only outside (but through hills)

    just double check things
