Texture tear in world=falling through

Found a tear in the world underground in the town in the shape of a circle.

When you go down the powerstation stairs behind the garage, take a right at the bottom of the stairs, another right, then I believe a left down a dead-end, which has a hole in the brick wall. Follow this down, take a right I believe to another dead end with a texture tear in it, which causes you to fall through the world.

These directions may not be right, it was a little while ago and I don't remember how I got there.
