Watertower in town can be entered

Playing on Europe 1 18:15 23/04/2016 climbed the ladder (sideways) to the top of the watertower on the edge of town. Wandered round it counter clockwise when the ladder came in to view again, I found I could move through the surface to inside the tower. Sorry about the attacked screenshot, night was falling!
