Building time lags (but nothing else)

Even though my game may not be lagging, I often find that my building times (buildings and men/tanks) lag and it takes 7+ minutes to build a power plant.

So why does power plant take 4 seconds when you first build your base?

Because the command center is self powered and provides enough power for initial production....

Buildings and people take longer to construct when you have low power... Not a bug....
This is the same as the original C&C...
