ART_master1.5.3-3 and 1.5.3-4 will not start on Windows 10

After extracting the .7z archive, ART will not start. Windows reports the following files are missing: libatkmm-1.6-1.dll, libfribidi-0.dll, libatkmm-1.6-1.dll, libatk-1.0-0.dll. I copied these files from a previous installation of ART into the root directory of the new installation and ART will start normally.
