Error loading metadata when the path contains characters other than US-ASCII

On Windows 10 version 18363.1082 and ART 1.5.4, the file browser fails to load .xmp rating files if the directory or file name includes non-us-ascii characters. I have not tested this extensively, but atleast with the characters "ä" and "ö", it results in failures.

My fault, I was linking against an exiv2 library compiled without unicode support. I have rebuilt the windows installer, now it should work (but uninstall the old version first).
