Import JPEG XL files

Would be nice if ART could import JXL files, like it does JPG, PNG, and TIFF. I’ve attached a patch that enables this feature.

Hi, this is already supported via custom loaders, see https://bitbucket.org/agriggio/art/wiki/Customformats

1. JXL supports 32-bit float, but cjxl cannot write to TIFF.
2. Decoding with libjxl directly should be faster than going through an intermediate file format.
