Make F1 - tools shortcuts customizable

Hi, it would be nice if a user can select which tools show up when F1 is pressed in the editor, as some of them I seldom use, while the ones I use most show up only partially.

I’m aware that this may not be trivial, but maybe it can be done using the options file? Make a new group called [Shortcuts] with a list like Exposure=true, L*a*b=false, Sharpening=true, etc.
