Partially translated Chinese (simplified) language file

It seems that there are some Chinese users, therefor I made partially translated Chinese (simplified) language file. This translation file is taken from RawTherapee 5.10 and adapted to next version of Art 1.22.1. Basically your additions have to be translated.

Unfortunately RT does not have Traditional Chinese file, so I couldn't make Traditional Chinese file for ART.

I would appreciate it if someone who understands Chinese could take over the work.

Thanks for the contribution! Do you think we can already include this in the new version, or would it be better to wait and see if someone else contributes to it?

This translation covers only about 50% of the text. Therefore it is better to wait contributors, I think.
