Masks greyed out when tool enabled - Windows build 1.3-4

When using the Settings option to “Grey out inactive tools”, masks remain greyed out when the tool is first enabled. You need to disable, then re-enable the tool to remove the greyed out behaviour of the masks. See video.

    I cannot reproduce the behaviour shown in video. The masks are active as soon as the tool is active.

    this seems to be dependent on both the GTK+ version (doesn't occur with 3.18, which is what I'm using) and the selected theme. In particular, it seems that the TooWa* themes are not affected by this. @europlatus maybe you can check whether this is the case for you as well?

    I can confirm that the TooWa themes do not have this issue. However, there are some other graphical issues, namely some of the elements don’t properly “ungrey” when the mask is first activated or appear in a darker grey than other elements. Pressing the mask “power button” on and off resolves this issue. I have not found a pattern to it yet, although it seems to happen on the very first activation of the tool/mask or when you activate the mask power button before expanding the mask.

    I have implemented a completely different workaround that hopefully should take care of this for good.

    @europlatus can you please test? If it is confirmed to work, I will release a new version (1.4.1) to fix this and another couple of glitches.

    Tested on 1.4-5.

    The greying out issue seems to be resolved. However, I couldn’t fully test because I’m now unable to scroll down. Elements become hidden below the screen but my middle mouse button no longer scrolls down and I don’t see a scroll bar to manually use. Do you want me to submit a new issue for this?
