fl.phasewrap~ proposal

It would be nice for spectral purposes to have an fl.phasewrap~ exactly like the max version. It would be a nice alternative to using fl.constant~, fl.wrap~ and fl.*~ -1~.

As soon as I get fl.expr~ working again I intend to demonstrate that you could just type [fl.expr~ wrap(in1, -pi, pi)] which I think is a perfectly adequate solution and avoids object bloat.
