The primary goal is to make a series of tutorials that teaches the user how to use modern OpenGL, not the legacy fixed-function pipeline. When switching from fixed-function to shaders, the user has to re-learn a lot of things that were usually poorly explained before. It is better to teach how to use shaders from day 1, and explain everything in graphics in relation to them. The same goes for buffer objects and the like.
