Fix Windows build files so map editor can be compiled on Windows with QT4

The editor compiles fine on Linux with Qt4 and requires the modules: QtCore, QtGui, and QtOpenGL. The Code::Blocks project needs to be able to compile the editor for Windows. The most obvious thing missing right now is the "qmake" program that needs to process several .cpp files into .moc.cpp files, and then compile the .moc.cpp files into .o files that are built into the .exe. For a look at how Linux does this see the file and look for "MOC" to see the list of files that need to be processed with qmake.
