Upgrade to latest SQLite version

The last build is now 3 years old. It would be really great to provide an updated JAR based on the latest SQLite version.

    Let's support the following features as a part of this ticket: 1. sqlite3_win32_set_directoryXXX - methods in SQLite 2. sqlite3_db_cacheflush 3. Using sqlite3_prepare_v3() with a flag if a flag is passed to SQLiteConnection.prepare()
