RTI-942 Allow Ingress-only setup
don't fail if HAProxy rest config is missing, assume Ingress-only setup
always create / update persistent service before proxy setup, and reset it in case of an error
let the Ingress configurator decide what service to use for www-redirect

RTI-942 Use Port, not TargetPort for Nginx Status
Result is the same atm, but that's a coincidence
