package soul does not support UTF

Remove pdfspacing option. The template won't compile because of a unicode character in author's name that has to be transformed to spaced low smallcaps. Soul package documentation says they don't support UTF. Should we discontinue soul for letter spacing and rely on pdftex (+add support for xetex)? pdftex is well beyond v1.40.0 now. I did send a postcard. TeX Live 2016/dev
