Inconsistent chapter title spacing with unnumbered chapters like bibliography etc.

The vertical position of the rule and text for unnumbered chapters like the Bibliography
etc. does not correspond to the position of numbered chapters.

This is not exactly a bug, per-se, but a slight typographic inconsistency .  This might
be a "won't fix", but I thought it should at least be documented as such if this is
the desired behaviour.

    First of all, I really appreciate the work you have done in putting this together. I
    look forward to using it for my personal thesis next year.
    
    I think one solution to this issue would be to "hang" the TOC section numbers of the
    first hierarchy level into the margin. Everything in the margin becomes right-aligned.
    Hanging punctuation/bullets is used frequently in the publishing industry. I would
    argue that the default bullets/enumerates for the style should also follow this practice.
    Notice that the lists/TOC use hanging indentation in "The Elements of Typographic Style".
