Automatically generated Blacklist since 2.1

Hi, i think there were a problem with the blacklist since version 2.1, i dont know what log i can look to track the problem so i took a screenshot of my daily stat

Despite the number of invalid connections, 0 was blocked. (before 2.1 it work, i had 3/10 blocked ip)

Not sure of this issue so i let you take a look at your servers guys.

I am observing same behaviour on multiple instances. There was some small logic changes to prevent blocking some obvious non-testing servers but this obviously don't work even if tests are passing.

Will fix it asap
