Warning about invalid timezone

My log shows:

cp: cannot create regular file '/etc/localtime': Read-only file system

WARNING: Europe/Berlin is not a valid time zone.

Why does it do that? Europe/Berlin is definitely in tz database. If poste uses something different could you post a list of valid timezones?
