Trying to block some mails with rcpt to field blocklist not working

I’m trying to create a blacklist which will work as if a mail address in blacklist matches with rcpt to. Do not send it. I ve seen Haraka is able to do it at smtp level with a built in plugin “https://github.com/haraka/haraka-plugin-access“ I have followed the instructions on plugin page but unable to make it work. My config files are below

Configurations inside haraka-smtp folder is same as haraka-submission
