Informational data in the XLAT file should be optional

In order to reduce the changes made to an xlat file to the absolute minimum and thus make it easier to identify the important changes (e.g. actual translations or status changes), non-important and purely informational data should not be persisted by default.

Specifically the properties attribute of the <project> and <module> nodes does not need to be persisted.

The top level <project properties="nnnn"> value can be moved to the top level <meta> section since information in that is expected to change with each save anyway (due to the timestamp).
