Create a toggle for HUI window elements to select between "Always on Top" and "Child of Rhino"

Right now, you have two options. Child of Grasshopper, and Always on Top. The latter is great for making interfaces sans GH, but introduces a PITA situation when you want to use the rest of your computer. The HUI windows block everything you're interested in, and once you minimize, the pain of going back to GH, and unminimizing is far too great. (Pain threshold is low.)

The middle ground would be an Independent Window, Child of Rhino. Then HUI would stop blocking my outlook and my revit and all that other good stuff.
