different number of fingerprint components for different elements in the fortran mode

Brought by Xi Chen to our attention, I guess currently in pure-python mode we can have different number of fingerprint components for different elements but not in the fortran mode.This can be a good enhancement for the code to make this possible in the fortran mode as well.
