Spellchecking button is shown even if it isn't available

The button "Spellcheck" is shown near the article all the time. The tickbox "turned off" is un-intuitive for the user -- I tried to click on it to turn it on (nothing happens).

Proposal: If the spellchecking plugin isn't installed, show a link to our vikipage about the plugin.

If the plugin is installed, don't show the tickbox "hunspell" if there's no hunspell files for the language available (in the hunspell.properties file).
