List from non-Wikipedia sites

There should be a button in the list article download dialog, that would allow to add an address of non-Wikipedia site if needed.

Example: https://meta.wikimedia.org/wiki/Wikimedia_CEE_Spring_2015/Structure/Estonia (list about most important Estonian articles in Meta-Wiki; at a moment the list download would not allow to access that)
