Multi-site compatibility..??

Seems we need better multi-site compatibility. All IPNs are visible from all sites, but each site should only be able to see the IPNs send to that particular site.

Also, when setting up a plugin file with hooks the user did it from the main website, but the hooks don't seem to be triggering. Still working to see if something else is causing that, but not sure if it's the multi-site issue..??

Another thing he's reporting is that when he clicks "Add New PayPal IPN" he gets an "Invalid Argument" error.
