Missing objective marker in Mortal Sin

In Mortal Sin, right after you finish the fight in Limansk and return the PDA from the scout group, Rogue warns you that there is no turning back if you want to continue. If you decide not to go with him right away, there is no objective marker to talk to him and it looks like the quest is bugged when it isn't. I attached a savegame showing this.
