RF Radio : Meadow unable to finish

Someone made a bug report in #117 already which was ignored. This bug still exists and I have no files because My player actor died from the burer placed in the meadow. But no matter where the player goes in the meadow. This quest is broken and should be removed from all factions if it cannot be fixed. If you folks don't feel like testing it. Remove it.
