Unreachable stash in Rostok

I found a bandit PDA in Truck Cemetery which gave me a stash in Rostok that is unreachable. According to users on Discord this container is in the viewing gallery of the arena, which is unreachable. I can ignore it, but if a Capture Documents quest led here then that would be impossible to finish.

Also, the description of the stash, which says it should be in Truck Cemetery, does not match its appearance in Rostok.
