Mass Murder Makes Factions Happy

So some genius seems to think killing a few hundred of any enemy faction makes them want to be your friend after you make them despise you. Reaching -5000 faction points, they go from hateful to happy and welcome you with open loving arms and even join you on your adventure. This is friggin stupid. Fix this please. Several years this has been broken. It no less stupid years later, just more glaring as everything else gets fixed.
